O R D E R :
In orde r to facilitate and regulate the transfe rs of Headmaste rs Grade II
Gazetted and teachers working in Government / ZPP / MPP schools in AndhraPradesh School Education Service and Andhra Pradesh School Education
Subordinate Service , Government have de cided to issue rules relating to transfers.Furthe r, Under Right to Education (RTE) Act 2009, every child in age group of 6 to 14 years will have to be provided upto Eight years of Elementary Education on admission to an age appropriate class in the vicinity of his / her neighborhood.Furthe r, the re is a ne ed to rationalize the staff in schools and posts in Primary and Upper Primary as there are some schools with over strength of students vis-à-vis the sanctioned te aching posts and on the othe r hand some schools with
uneconomic strength of students with more te ache rs. Government also de sired to ensure appropriate school/ class level te ache r – pupil ratio and strengthen academic monitoring / support to te achers at mandal and divisional level. Keeping the above in view, the re is ne ed to regulate the sta ffing patte rn by way of transfers. Government have de cided to call for the applications for transfer of teachers through online and conduct web counseling duly obtaining the options as
was done in the transfe r counse ling of A.P. Mode l Schools, Admission into DIET-CET e tc. The He admaste rs/ te ache rs shall apply online in the IP address given for the purpose .
In exe rcise of the powers confe rred by Se ction 78 and 99 of A.P. Education
Act 1982 (Act 1 of 1982) and under Article 309 of the Constitution of India and in supersession of all the earlier Rules and guide line s on transfer of teachers, the
Government of Andhra Prade sh he reby make s the following Rules regulating the
transfers of the categories of He admaste rs Gr.II Gaze tted, School Assistants and
S.G.T.s and the ir equivalent categories in the A.P. School Education Se rvice and
A.P. School Education Subordinate Se rvice working in the Government Schools and Z.P.P. and MPP Schools in the State .
A.P., Teachers (Regulation of Transfers) Rules, 2015 - 16
1. Short Title and Applicability:
(1) The se rule s may be called the Andhra Prade sh Te ache rs
(Regulation of Transfe rs) Rule s, 2015-16.
(2) The se rule s shall be applicable to He admaste r Gr.-II Gazetted in Andhra Pradesh School Education Service and
School Assistants / Secondary Grade Teachers and other equivalent categories in Andhra Pradesh School Education
Subordinate Service , here in after referred to as Teacher in
these Rules.
(3) These rules shall come into force with immediate effect.
2. Transfer Counselling All the transfers shall be processed by applications filedand options exercised through an online processes. Transfe rorders will be issued by the Transfe r Committe es
constituted for each district / zone .
3. Schedule of Transfer
The Commissioner of School Education, shall draw schedule and communicate the same to the compe tent authoritie s
for effecting transfe rs from time to time .
4. Compe tent Authority for postings & TransfersThe appointing authority conce rned shall issue transfer and posting orders based on the web options exercised by the Teacher by the Committee constituted for the purpose .
5. Criteria for Transfers
(1) The following categories of He admaster Gr.II Gaze tted /
Te acher in the Government / ZPP / MPP shall be transferred.
(a) Those Teachers who have completed 8 years’ service in a particular school and the Headmaste rs Gr-II who have completed 5 years of in particular school as on 1st August
(for the transfe r year 2015-16 the cutoff date would be 1st August) shall be compulsorily transferred.
• Provided those who are going to re tire within two (2)years from 1st August of the year shall not be shifted until and unless the incumbent requests for
such transfer
(b) The male Headmaste r Grade -II/ Teacher aged below 50
years as on 1st August of the year and working in Girls High School.
(2) If no women HMs / Te ache rs are available to work in Girls
High Schools, then male HMs / Te ache rs who are over and
above 50 ye ars of age may be conside red for posting to
such schools.
(3) He admaste r Gr.II Gaze tted/ Teacher who has completed a minimum period of two ye ars-se rvice in a School as on 1st August 2015 of the year shall be eligible to apply for transfer.
(4) The te ache rs shifted under Rationalization i. e. Primary
Schools and Uppe r Primary Schools and SGTs in High Schools (provided if required number of teacher posts are
sanctioned in High Schools) shall participate in the Transfers Counseling regardle ss of ye ars of se rvice in the station.
(5) The He admaste rs Gr.II Gaze tted/ Te acher who have completed 8 years’service as NCC office r should be posted in a vacancy in a school whe re there is NCC unit. If the re is no vacancy, they may be posted in a school whe re the re is no NCC Unit, so that the NCC teacher may open a new NCC unit in the school.
(6) All transfe rs shall be e ffected from within the Present Management, Agency Are a to Agency Are a, Plain Are a to

(7) Preference shall be given to HM Gr II, who have studied Urdu Language as 1st Language / Urdu as main subject to Urdu Medium Schools.
6. Entitlement Points - Common Points
(a) Entitlement of points shall be awarded to the He admaster Gr.II Gazetted / Teacher who applies for transfer  in the
following manner
(b) For service in the present school, basing on its location, as per the following scale , as on 1st August 2015 of the ye ar
(i) Service in category IV are as Five (5) Points for eve ry ye ar of service
(ii) Service in Category III are as Three (3) points per
every year of service
(iii) Service in the Category II are as Two (2) points per every year of service
(iv) Service in the Category I are as One (1) point per every year of service
(c) The Habitations / Towns shall be classified under following
categories, viz,,
Category –I All Habitations / Towns
where 20% and above HRA is admissible
Category –II All Habitations / Towns
where 14.5% HRA is admissible
Category –III All Habitations / Towns
whe re 12% HRA is admissible
Category-IV All Habitations whe re
12% HRA is admissible , and which do not have connectivity through an all-weather road as per the norms of Panchayat Raj
(Enginee ring) Department
(d) i) The District Colle ctor shall publish the list of habitations in the district which do not have connectivity through an
all-weathe r road as pe r the norms of Panchayat Raj (Enginee ring) Department in consultation with the Superintendent Enginee r, P.R. of the district for this
purpose , and the same shall be final.
ii) For the Service rendered: 0.5 point for every year of completed service in
the total service in all categories as on 1stAugust 2015 of the year
6.A. Performance Related Points Entitlement
(a) The te achers who se cured National or State award
issued by the Central / State Government can be availed only once in the 8 year period. points
6.B. Institution Related Performance
(a) Increase in previous ye ar’s enrolment by 10- 20%is ensured during e ach of the last 2 ye ars As per Child Info data base

7. Special Points (Extra Points):
(1) The President and General Secretary of the recognized Teache rs’Unions at the State and District Levels.

(3) Headmaster Gr.II Gazetted / Teacher, whose spouse is working in State Government or Central Government or Public Se ctor undertaking or Local Body or Aided Institution in the same District and opted for transfer nearer to and towards the place of working of his/ her spouse ,Benefit of spouse points shall be
applicable to one of the spouses
once in 8 ye ars, and an entry
shall be made in this regard in SR.
A copy of ce rtificate issued by the compe tent authority shall be enclosed to the check list to consider cases under this
category 10 Points
(4) Headmaster Gr.II Gazetted Teacher who is working as NCC Officer, if they have completed 8years’service in the school 10 Points
(5) Headmaster/ teacher who are
enthusiastic and have inclination to teach in English Medium in English Medium schools / Paralle l sections 5 Points

(6) Teachers who are Physical Science teachers and who opt to teach Mathematics permanently in future and who have the requisite qualification 5 Points
(7) Teachers/ HMs willing to opt for
difficult and remote are a schools 5 Points
8. Rationalization Points
The teachers who are affected by rationalization process they are
eligible for extra points over and above alre ady se cured. The teachers who have completed 8 years’service are not eligible .10 Points
9. In case of a Tie in Points Se cured In case the entitlement points two or more applicants are equal, the inte r-se seniority shall be de te rmined as be low:
(a) Applicants having disability of more than 40%but le ss than 70%(Ortho-handicap. / Visually challenged/ He aring
Impaired) shall take priority
(b) Subje ct to the above , the seniority in the cadre shall be taken into account
(c) Priority to the candidate basing on the date of birth (Senior) be sides rule (a) and (b). 10. Minus Points:
(a) If disciplinary action is initiated
for irregular attendance /Unauthorized absence , not completing syllabus, indiscipline e tc. by compe tent authority
(i) Major penalty awarded 5 Points
(ii) Minor Penalty Awarded 3 Points
(b) 10th Class Pass Percentage is less
than 30% 5 Points
(c) The He admaster Grade -II and the conce rned subje ct Te ache r of the school in which the pass percentage in the S.S.C. Public Exam (March) is less than 30% 5 Points
11. Pre fe rential Categories
The following categories shall take pre cedence in the seniority list, in the orde r given be low, irre spe ctive of the ir
entitlement points.
(a) Physically handicapped i. e., those with not le ss than 70% orthopedically-handicapped / Visually challenged/ He aring Impaired.
(b) Widows
(c) Legally Separated Women
(d) He admaste r Gr.II Gaze tted / Teacher who is suffering with
the following dise ase s, in which he / she is undergoing treatment:
i. Cancer
ii. Open Heart Surgery, including Stunts
iii. Neuro Surgery
iv. Bone TB
v. Kidney Transplantation / Dialysis
vi. Neuro- Surgery
vii. Back-ach Surgery (Spinal Chord Plates dise ases)

viii. Losses of Plate lets in Blood
(e ) Applicants with dependents i. e., Mothe r, Fat he r, children, Spouse who are mentally re tarded and are undergoing
tre atment
(f) Children suffering with holes in the heart by birth and undergoing medical treatment available only at specified
places to which they are seeking transfers
(g) Applicants with dependent children suffering from Juvenile Diabe te s
Note 1: For the purpose of (a, d, e & f) above , a copy of
the ce rtificate issued by a compe tent authority i. e.,
District Medical Board / State Medical Board should be enclosed to the application for conside ration of preferential categories. However candidate s se le cted under PH quota and recorded in SR ne ed not furnish any
fresh certificate .
Note 2: The He admaste r Grade -II Gaze tted / Te ache rs
should avail e ither the pre fe rential category (Rule 8)
or the spe cial points Rule 7 (1 to 6) once in 8 ye ars and an
entry be made in SR.
Note 3: The teachers who have availed the preferential
category or spouse category in the earlier transfer counselling and now shifted under Rationalization without completion of 8 years of service shall be given the
re spective benefits / entitlement points along with the Rationalization points.
(h) Teachers shall exercise their option for their willingness to
te ach in English medium in the English Medium High Schools / English Medium Paralle l High Schools. They shall
be tre ated as English Medium teachers and will be posted for te aching in English medium hence forth. The required
training will be provided. Preference will be given to the
te ache rs who exe rcise the option for posting in the said
school. Transfe r shall be issued to the extent of
requirement in the Schools.
(i) Whe re the re is dearth of Mathematics Teache rs, the
School Assistants (Physical Science ) who are willing / opt
to teach the Mathematic subje ct pe rmanently /
continuously in future shall be treated as a Mathematics
teache r. Posting shall be issued to the extent of
requirement in the Schools.
12. Notification of vacancie s:
(1) The following vacancie s shall be notified for the purpose of
counse ling:
(a) All the existing cle ar vacancie s, except the le ave vacancie s.
(b) Re sultant vacancie s afte r rationalization
(c) All the vacancie s arising due to compulsory transfe rs as pe r
Rule V.
(d) Re sultant vacancie s arising during counse ling.
(2) Afte r asse ssing additional requirement, additional
Posts/ Te ache rs to be provided to ensure School and Class
level Te ache r Pupil Ratio & for strengthening academic
monitoring
I. For upgraded UP Schools, whe re enrolment
justifies allocation of additional te ache rs
II. For High Schools whe re the class strength is over
50 students
(3) The compe tent authoritie s shall notify the vacancie s with
the approval of District Colle ctor (District Cadre s) or
Commissione r and Dire ctor of School Education (Zonal

Cadre ), as the case may be after duly affecting
rationalization by taking into conside ration of te ache r pupil
ratio as notified by Government under rationalization from
time to time .
Publication of vacancie s and seniority list:
(1) The following lists shall be published in the website
spe cified for the purpose and also displayed at the O/ o
Regional Joint Dire ctor of School Education and District
The lists of category wise schools (category I, II, III and IV),
(b) The School wise vacancy position of He admaste r Gr.II
Gaze tted/ School Assistant/ Se condary Grade Te ache r and
(c) Subje ct to the procedure pre scribed in clause (2) be low,
the list of name s of the He admaste r Gr.II Gaze tted /
Te ache r who applied for transfe r with entitlement
(2) Afte r the last date for applying for transfe rs as
pe r schedule , the seniority list shall be prepared, using
software for generating the entitlement
points management wise , category wise , subje ct wise ,
medium wise and the seniority list with entitlement points
shall be published in the website spe cified for the purpose
Online Application
(1) The He admaste rs/ te ache rs shall apply for transfe r in the
pre scribed online se rvice s for web based allotment at

(3) The applicants shall the re afte r obtain the printout of the
application from the spe cified website and submit the
same duly signed to the ir re spe ctive authoritie s, viz.,

(4) The He admaste r Gr.II Gaze tted / Te ache r who is e ligible as
pe r the crite ria pre scribed in Rule 5 may apply online
through website spe cified for the purpose in the pre scribed
proforma and the particulars furnished in the proforma
(5) An applicant se eking to apply under Pre fe rential categories
/ spouse category shall also submit along with application
the late st ce rtificate from the compe tent authority in that

shall display the provisional seniority lists and call for
objections if any. Afte r redre ssing the objections /
grievance s, the authority shall display the final seniority

18. Issue of Transfe r Orde rs:
(1) Based on the web options and issue of orde rs by the respective committees, the appointing authorities
conce rned shall issue posting orde rs to all the HMs/ Teachers of one category in one proceedings only, duly enclosing the name s of the te ache rs transfe rred and places
(2) The teacher / HM who are to be compulsorily transferred and who do not apply for counseling, shall be given posting orders in absentia to the le ft over ne edy vacancies at the

(1) The He admaste r Gr.II Gaze tted / Te ache r who are on transfer shall be re lieved within 7 days from the present place of working on re ce ipt of the transfe r orde rs and he / she shall join in the new school whe re they are posted on Provided the Te ache rs (including subje ct te ache rs) who are transferred under Transfer Counseling shall be relieved subject to the condition that the re shall be 50% of regular teachers (fraction shall be tre ated as One ) working in the Example s:

(1) An appe al against the orde rs of the District Educational Officer shall lie with the Regional Joint Dire ctor of School Education concerned, and an appeal against the orders of the Regional Joint Director of School Education shall lie with the Commissioner and Director of School Education
(2) All such appe als shall be disposed off by the Appell ate authoritie s conce rned within 15 days from the date of

(1) The Commissione r and Dire ctor of School Education may either suo-moto or on an application re ceived from any person aggrieved by the orde rs of the Transfe r Committee may call for and examine the re cords in respect of any proceedings of transfe r to satisfy himse lf about its regularity, legality or propriety. If, in any case , it appears to him that any such proce edings should be revised, modified, annulled or reve rsed or remitted for
